Fallback behavior

Lifecycle integration
Listen without reading user content.
The SDK dispatches browser events for ready and resize immediately. A tool can also emit a bounded completion or error signal as that tool adopts the v1 lifecycle bridge. Event detail excludes files, inputs, outputs, raw queries, and identity.
