How to tell an image PDF from a text PDF

The quickest test is to open the PDF and try to select a line of text with your cursor. If the text highlights and you can copy it, the PDF already has a text layer and you only need a plain extraction, not OCR. If nothing highlights, the page is an image and OCR is required.

Image-based PDFs come from several places. Scanners produce them, so does exporting a document as images, and so does assembling a PDF out of screenshots or photos. In every case the visible words are pixels, so a search or a copy finds nothing to work with.
