Why HEIC needs special handling and how FixTools does it

HEIC (High Efficiency Image Container) is a container format defined by the ISO/IEC 23008-12 standard, holding image data compressed using the HEVC codec (the same codec used for H.265 video). Apple adopted HEIC as the default photo format on iPhone in iOS 11 (2017) because it produces files roughly half the size of equivalent JPGs at the same visual quality. The tradeoff is compatibility: HEIC requires a HEVC decoder, which is licensed under patent pools and not universally available, so older Windows machines, older Android devices, and many web services cannot read HEIC files natively. The standard workaround is to convert HEIC to JPG before sharing, but this adds a step and recompresses the image data through lossy JPG, often visibly degrading quality.

The output PDF works on any device with any PDF reader because PDF compatibility is universal, unlike HEIC compatibility which is patchy.

Quality preservation is the key benefit of going direct from HEIC to PDF rather than via JPG. A HEIC source carries roughly the same visual information as the equivalent original JPG would, but stored more efficiently. Converting HEIC to JPG first introduces lossy DCT recompression that throws away high-frequency detail and adds blocking artifacts at quality levels below 85. Going HEIC to PDF through FixTools embeds the decoded pixel data losslessly, preserving the original image fidelity inside the PDF. The PDF is larger than the source HEIC (because PDF embedding is less compressed than HEVC), but the visual quality is the best possible result for any HEIC source.
