Image quality through an image-to-PDF conversion depends on two things: the source image quality (set when the image was originally captured or exported) and the embedding choices made by the converter. Even a high-quality source image can be degraded by a converter that recompresses with lossy JPG settings during embedding. To preserve quality, the converter must use the right embedding filter for each source format and avoid unnecessary recompression steps.
For JPG sources, the ideal behaviour is to pass through the original JPEG bytestream into a PDF Image XObject with the DCTDecode filter, without any decode-re-encode step. The PDF then contains the exact same JPEG bytes as the source file. Any visible quality you see in the source JPG is preserved exactly in the PDF. For PNG sources, the ideal behaviour is to decode the PNG into a raw pixel buffer (necessary because PDF cannot embed PNG bytestreams directly, the formats are different) and re-encode using the PDF FlateDecode filter, which uses the same DEFLATE compression algorithm PNG uses internally. The pixel data inside the PDF is bit-identical to the pixel data inside the PNG. No quantisation, no chroma subsampling, no color shift. FixTools uses this lossless pattern for PNG.
For HEIC, WebP, BMP, TIFF, and GIF sources, the conversion must decode to pixel buffers because PDF does not support these compression formats natively. The decoded pixels are then re-embedded as FlateDecode (lossless). The conversion is lossless from the decoded pixel state forward. For lossy source formats (HEIC, WebP-lossy, JPG-in-TIFF), the original lossy compression is baked into the pixels and cannot be undone; FixTools preserves the decoded pixels exactly, which is the best possible outcome.
