Edge is a capable PDF viewer, but its rotate button is a display control. It turns the page in the window so you can read it, and it deliberately does not modify the underlying file. Close the tab and reopen the PDF, and the page is exactly as it was, because nothing about the document changed.
To make a rotation stick on Windows you have to rewrite the orientation value inside the file, which is what FixTools does with pdf-lib in the browser. The result is a new PDF where the pages are genuinely turned, so it displays correctly in Edge, in a printer preview, and on any device you send it to, without needing a paid editor like Acrobat.
