Balancing quality and file size in image-to-PDF

Gmail and Outlook cap attachments at 25 MB. Government portals often cap at 5 to 10 MB. Older corporate gateways may cap at 2 MB. A multi-image PDF can easily exceed these limits, especially when source images are high-resolution phone photos. The compression workflow has two stages: compress source images first to control the embedded pixel data size, then compress the PDF afterward to add structural compression. Together these stages cut typical multi-image PDFs to a quarter of their uncompressed size with no visible quality loss at screen viewing.
