When you select a file, the browser reads it into memory on your own computer. FixTools then uses PDF.js, a rendering library from Mozilla, to draw each page onto a canvas and export it as PNG, all with code running inside the page you already loaded. At no point does the document travel across the network, because the browser has everything it needs to do the job locally.
That is different from a server-side converter, where the file has to be transmitted, sit on someone else's machine while it is processed, and then be trusted to be deleted afterward. Here there is no transmission and no server copy to worry about. The airplane-mode test is the giveaway: cut the connection after the page loads and the conversion still completes, which is only possible because your document is being handled entirely on your side.
